Depending on the project type, you can use the following methods to import I/O ports:

I/O Planning Project
You can import XDC and CSV files into an empty I/O planning project when you create the project or later using the file import capability. For details, see Importing a CSV File and Importing an XDC File.
RTL Project
Use RTL files or headers to create an RTL project for I/O planning, then add more complete RTL source files to the project later as the design progresses. When you create an RTL-based or synthesized netlist-based project, the I/O Ports window automatically populates with the I/O ports defined in the design.
Migrate from I/O Planning Project to RTL Project
You can convert an I/O planning project to an RTL project, turning the I/O ports into a top-level Verilog or VHDL module definition for the design. For more information, see Migrating an I/O Planning Project to an RTL Project.
