The dr.bd.tcl creates an instance of an AXI SmartConnect IP called ctrl_sm. This is the top-level AXI SmartConnect which is configured to have one clock, 16 master interfaces, and one slave interface. After this, 16 additional AXI SmartConnect IPs are instantiated. These are connected to the 16 master interfaces in the ctrl_sm later on in the script.
