m_apb_pslverr on the APB results in SLVERR on the AXI4-Lite interface. The AXI to APB Bridge core never generates DECERR. In case of timeout, where there is no response from the APB slave, the AXI-Lite interface generates SLVERR. For more information about timeouts, see Basic.
