To transmit a beacon in PCIe mode, the requirement is that power-mode should be in P2 and txelecidle should be active-Low. Similarly, to detect a beacon in the RX path, the condition is that power-mode should be in P2, and when a beacon is detected the rxelecidle status will be asserted Low (Table: TX/RX PCIe Beacon Condition).
