  1. Calculate the minimum clock frequency:

  2. Calculate the minimum PROM bandwidth:
    4 bits × 65.98 MHz = 263.92 Mb/s
  3. Calculate the first-stage bitstream loading time:
    11.27 Mb / 263.92 Mb/s = ~0.0427 or 42.7 ms
