You can manually download any software image needed for the PS and any hardware image on the PL using JTAG. For JTAG boot mode settings, see the "Boot Modes" section in the Zynq UltraScale+ Device Technical Reference Manual (UG1085).
Important: Secure boot is not supported in the JTAG mode.
