This rule checks if there are any locked IPs in the design.
Explanation
In some cases a platform or a design has an old IP or an IP that was locked.Recommendation
Make sure that the IP being used is part of the install or accessible by the tool. Also, make sure the latest version of the IP is installed. For detailed explanation of why an IP is locked, see Vivado Design Suite User Guide: Designing with IP (UG896).
